OfertariumCompetitiveness Base — all requests for proposals from EU projects in one search engine
In the Competitiveness Database, EU fund beneficiaries currently publish 504 active requests for proposals. These are orders financed from EU projects, granted outside the Public Procurement Law — with a shorter procedure, fewer formalities, and often less competition than in classic tenders. Ofertarium collects them all and provides them in the same search engine as announcements from BZP, TED, and purchasing platforms.

Firma lub instytucja, która realizuje projekt dofinansowany z funduszy europejskich, musi wydawać te pieniądze w trybie tak zwanej zasady konkurencyjności: dla zakupów powyżej 50 tys. zł netto publikuje zapytanie ofertowe w Bazie Konkurencyjności i wybiera najkorzystniejszą ofertę według ogłoszonych kryteriów. Nie jest to jednak postępowanie w reżimie ustawy PZP.
W praktyce oznacza to kilka istotnych różnic. Zamawiającym często jest prywatna firma-beneficjent, a nie urząd. Terminy składania ofert są krótsze (zwykle 7–14 dni). Nie ma obowiązku żądania wadium ani rozbudowanych dokumentów podmiotowych — warunki udziału określa samo zapytanie i bywają znacznie prostsze niż w SWZ. Nie działa tu też odwołanie do KIO; spory rozstrzyga się na gruncie umowy o dofinansowanie. Dla wykonawcy to niższy próg wejścia, ale i konieczność uważnego czytania każdego zapytania — standaryzacji jest mniej niż w PZP.

What you won't find on the official portal
The official Competitiveness Database (Baza Konkurencyjności) works, but it is built for beneficiaries who must publish something — not for contractors who want to find something. Keyword searching easily misses announcements described with different vocabulary, and notifications require manual monitoring.
Ofertarium adds three layers that are not there. First, semantic matching: you describe your company's activity in your own words, and the system finds inquiries that match in meaning, not just by phrase — "delivery and installation of a photovoltaic system" will also find "construction of an RES source." Second, alerts: you receive new inquiries matching your profile via email instead of querying the portal daily. Third, AI analysis of the attached documentation — participation conditions, required documents, and pitfalls listed in bullet points before you open the PDF.

Who can submit bids in the Competitiveness Database?
Any contractor meeting the requirements of a given inquiry — with one exception: an entity personally or capital-linked to the contracting beneficiary may not submit a bid. You do not need to be in the same industry as the project or have anything to do with EU funds.
Is a bid bond required in these orders?
Usually no. The principle of competitiveness does not impose an obligation for a bid bond; the beneficiary may request it, but in practice, they rarely do. Financial conditions are always specified by the content of the specific inquiry.
What is the difference between a request for proposal and a tender from BZP?
Legal basis and rigor: an inquiry from the Competitiveness Database is subject to EU fund guidelines, not the Public Procurement Law. Shorter deadlines, simpler documents, no National Appeals Chamber (KIO) — but also less standard provisions that must be read more carefully.
