Ofertarium collects results of proceedings from 14 sources — BZP/e-Zamówienia, TED, Competitiveness Database, and purchasing platforms — and combines them into one searchable database of 1,26 mln proceedings. For every result, you will see the winner, the price of their bid, the number of bids submitted, and the estimated value of the order. The latter pair of numbers is often the most interesting: the difference between the contracting authority's budget and the winner's price shows how much room for margin there really is in a given industry.

You can filter results by industry, value, contracting authority, and decision date. If you are interested in a specific office or hospital, you can check its entire purchasing history in one view — who they commissioned, how often they returned to the same contractor, and whether their cost estimates hold up to the market.

Real prices from bid openings — how to calculate your own valuation

The winner's price is only half the picture. Where the contracting authority publishes information from the bid opening, Ofertarium shows the prices of all bidders — not just the one who won. You see the full range: from the cheapest to the most expensive bid. This allows you to answer questions that no wholesaler price list will resolve: does one win with the second price in your industry, or only with the first? By what percentage does the winner go below the contracting authority's estimate? Do the most expensive bidders even have a chance when the price criterion weighs 60%?

Practical method: before valuation, find 5–10 concluded proceedings with a similar scope and value, write down the ratio of the winning price to the estimated value and the median of other bids. After a quarter of an hour, you have a reference point based on actual transactions, not intuition.

Who wins most often in your industry

Based on the results, Ofertarium builds 51 tys. contractor profiles and 41 tys. buyer profiles. The contractor profile shows how many proceedings a company has won, with which contracting authorities, in what price ranges, and how often it bids without success. This is competitive intelligence in a legal and free version based on source data — we just organize it.

Before you start in a new segment, check if it is "cemented": if one contractor wins 8 out of 10 proceedings with a given contracting authority, your chances are different than when winners rotate and the median number of bids is 3. The same profiles will also suggest potential consortium partners.

Where does the data on tender results come from?

From official, public sources: award notices in the BZP and TED, information from bid openings, and awards published in the Competitiveness Database and on purchasing platforms. Ofertarium aggregates them automatically and links them to contractor profiles.

Do I see the prices of all bids, or only the winning one?

Wherever the contracting authority has published information from the bid opening — you can see the prices of all bidders. In other cases, at least the winner's price and the number of bids submitted.

How to check who wins with a specific contracting authority?

Visit the buyer's profile — you will see their awarded procedures, a list of winners, prices, and the repeatability of orders. The database covers 41 tys. buyers from all over Poland.

Does the data also include EU tenders from TED?

Yes. Awards from TED, including Polish procedures above EU thresholds, go to the same database and the same contractor profiles as results from the BZP (Public Procurement Bulletin).
