Where EU tenders lie

Proceedings above EU thresholds are mandatorily sent to TED — the Tenders Electronic Daily of the European Union. This is good news: all large tenders from across the Union are in one place and in a standardized format. The bad news is that tenders below the thresholds — and there are many more of these — are not in TED at all. They lie in national systems, each with a different data schema.

How EU proceedings differ from national ones

• Longer bid submission deadlines — by law. You have time to prepare the complete set, but so does the competition.
• European Single Procurement Document (ESPD) — a preliminary declaration instead of a full set of certificates. The actual documents are submitted only by the highest-rated contractor.
• Stricter formalism — EU proceedings are more often subject to appeals, so minor errors are less likely to "pass".

Foreign notices have Polish titles and shortened descriptions in our system, so a Polish query also hits proceedings described in German or Dutch.
